Dear Head Start and Early Head Start Staff:


This email is in response to the many calls we are receiving regarding what will occur effective July 1, 2020.  Effective July 1, 2020 all CDI HS employees who are assigned to work less than 52 weeks will be furloughed. The employees who are scheduled to work 52 weeks will begin your time with CDI HS with observing the summer break which is outlined in the supplement of your Employee Handbook.


Please note that the summer break will run from July 1-July 3, 2020.  On July 6, 2020 summer employees (52-week employees) will be off in observance of the 4th of July holiday. 


All summer employees will be notified by your supervisor through the break regarding your assignments upon returning to work on the 7th of July. Employees assigned to the Head Start program will be on furlough until our fall in-service training which at this point is scheduled for the 24th of August. This date is subject to a possible change which may be a few days earlier. This is currently under review. 


For Family Service workers who are assigned 48 weeks in Head Start centers, you will be on furlough starting July 1, 2020 and notified of your return which at this point will be approximately August 1, 2020. Your supervisor will remain in touch this summer with more information about the final start back date for 2020.


Hopefully, this will clear up any misunderstanding and we apologize for the fast communication during this time that may have caused confusion.

Dear Parents:


The Community Action Organization of Western New York, Inc. Community Action Organization of Erie County, Inc. will no longer receive federal funding to provide Head Start/Early Head Start services in Niagara County, NY after June 30th, 2020  Beginning on July 1, 2020, Community Development Institute Head Start (CDI HS) will begin providing Head Start/Early Head Start services in this area on an interim basis.


We are hopeful that CDI HS will be able to operate Head Start/Early Head Start services with minimal disruption of services to children and families. We have a team working in the following key areas to begin operations as soon as possible:


  • Staffing
  • Facilities (including licensing)
  • Vendors (having vendor agreements in place, including food)
  • Insurance (secure all of the legal insurances required)
  • Transportation (if applicable)


The role of CDI HS is to provide services to children and families until a replacement grantee is selected by the federal Office of Head Start.  This could be several months or longer.  CDI HS has nothing to do with the selection of a replacement grantee.

Part of the process will include you electing parent members to the CDI HS Policy Council within the first 30-45 days of CDI HS operations. The Policy Council structure will be provided prior to the election process, and you will be receiving a guide to Parent Committees titled The Parent Voice. From July 1, 2020, until the election of the regular Policy Council, an interim/temporary PC will be formed.
