Job Description:

Program Director / Education/ Disability/ Mental Health Manager

This position manages the day-to-day program operations of a program with Head Start and/or Early Head Start including personnel administration and supervision and oversees the over-all program to ensure smooth functioning of the program in all areas to provide quality services to children and families, and to support the goals of the program. Responsible for development, training and on-going work with the program Policy Council. Communicates with community stakeholders to develop positive and supportive relationships and image. Provide leadership within the program. 

The Education and Early Childhood Development content area is an integral part of the larger system of services provided by Head Start/Early Head Start. It plays an important part in supporting the goals of the program.  This position is responsible for the education and early childhood development portion of the Head Start Performance Standards. This includes working to develop an early childhood education curriculum and providing educational resources for staff and parents, ensuring compliance with performance standards and recognized best practices in the field of early childhood education. The position ensures the education and child development services are supported by staff/consultants with training and experience in areas that include the theories and principles of child growth and development, early childhood education and family support.

This position is responsible for services to children with disabilities of the Head Start Performance Standards. This includes working to develop appropriate placement and early childhood education curriculum and providing educational resources for staff and parents, ensuring compliance with performance standards and recognized best practices in the field of early childhood education and special education. The position could involve provision of direct services in the disabilities area only if the individual is licensed, certified or registered as such in the state of service. This position ensures that the disabilities services provided are supported by staff and/or consultants with training and experience in field(s) related to social, human or family services so that needed services for children with disabilities can be individualized and secured. Mental health services are an integral part of the larger system of services provided by Head Start/Early Head Start. It plays an important part in supporting the goals of the program.

This position is responsible for the facilitation of mental health services for the Head Start/Early Head Start program. The position is responsible for collaborating on the development and implementation of the program, tracking and recordkeeping, community relations and outreach. The position could involve provision of direct services in the mental health area only if the individual is licensed as such in the state of service. This position is responsible for ensuring mental health services are supported by staff or consultants who are licensed or certified mental health professionals with experience and expertise in serving young children and their families.

Education:

Minimum requirement is the following baccalaureate listed (#1 or 2) with experience in supervision of staff, fiscal management, and administration.

  1. A baccalaureate or advanced degree in Early Childhood Education/related field; or
  2. A baccalaureate or advanced degree in any field and coursework* equivalent to a major relating to Early Childhood Education with experience in an early childhood setting teaching preschool-age children.

*Coursework equivalent to a major related to Early Childhood Education includes but is not limited to the following:

A. Teaching Credentials: licensure or certification by the state for Pre-K teachers recognized by the local school district or state education agency as qualifying teachers to teach pre-school children in that school district or state if the individual also has experience in an early childhood setting teaching pre-school aged children. This typically requires a bachelor’s degree plus licensure or certification.

OR

B. *Coursework: No less than 9 credits within the bachelors degree in courses that focus on child development, early childhood education and curriculum, early childhood teaching and assessment, or related subjects with an additional 6 credit hours in psychology, family development, health and physical development, mathematics, science, and children’s literature or related subjects. Such courses may have been taken in various departments, such as Education, Home Economics, Music, Art, Library Sciences, Physical Education and Recreation, Psychology, Family Studies, and others

This position requires demonstrated skills and abilities in a management capacity relevant to human services program management. Courses in public administration to include, budgeting, personnel, and supervision are helpful. Education and experience as required by NY Child Care Licensing.

Bilingual preferred (English/Spanish or English and other languages present in the local area). Acceptable tuberculosis screening results (if required by state regulations), a clear criminal records check (including child abuse registry check if required by state regulations) and an initial health exam are required post job offer and prior to employment. Current and former Head Start/Early Head Start parents will receive preference for employment vacancies for which they are qualified
