Head Start and Early Head Start follow federal rules to decide who can receive services at no cost to families. Children and families may qualify based on income, special circumstances, disability status, or participation in certain specialized Head Start programs.

Income Eligibility
A family qualifies for Head Start or Early Head Start if their income is at or below the Federal Poverty Level (FPL). Families with incomes at or below 100% of the FPL are eligible.
Automatic(Categorical) Eligibility
Some families qualify automatically, even if their income is higher than the FPL. A child or family is automatically eligible if they meet any of the following
- Receiving Public Assistance such as TANF (Temporary Assistance For Needy Families), SSI (Supplemental Security Income), SNAP (Supplemental Nutrition Assistance Program)
- Child is in Foster Care
- Experiencing Homelessness
Children with Disabilities
Head Start welcomes and serves children with disabilities, including developmental delays. Programs are required to include children with disabilities and provide the support they need to participate fully. This includes services such as early intervention, special education, and individualized support based on each child's needs.Age Requirements
