December 12, 2025
Dear Head Start Staff and Parents,
Thank you for your continued patience during this time. We understand this interruption in service is inconvenient for you and your family. As of today, we await receipt of the Notice of Award (NOA) funding for the Monroe, Phillips, and Prairie program. We remain in daily communication with the Office of Head Start and expect the notification to arrive soon.
We will let you know as soon as we get the NOA. In the meantime, you may continue to check the website for the latest updates and any changes.
Sincerely,
Gail Surles, Site Manager

Dear Head Start Parents,
We are writing to share that Head Start services in Monroe, Phillips, and Prairie Counties, AR
may not begin on December 1, 2025, as previously anticipated due to the recent federal
government shutdown.
While the shutdown has ended, Community Development Institute Head Start (CDI HS) has not
yet received the Notice of Award (NOA) from the Office of Head Start. This NOA is how funding
is issued and is required before CDI HS can begin operating the program, hiring staff, or
confirming start dates.
We regret the challenges this situation may cause. Unfortunately, these delays are the result of
circumstances outside of CDI HS’s control.
Our goal is to begin services as quickly as possible once the NOA is received so that children
and families experience as little interruption as possible.
When we receive federal approval and
a confirmed start date, CDI HS will immediately inform you regarding next steps. We have
included the link below where we will continue to post updates as they become available.
